    Michael Wood has been the Research Director for Keystone’s Pennsylvania Budget and Policy Center since 2007. He received a Master of Public Administration degree from Penn State and a BA in accountancy from Western Michigan University. Michael has over ten years of prior experience in Pennsylvania tax research and local government budgeting. Prior to working at PBPC, he was the Budget Manager for the City of Harrisburg, PA.

    Sharon Ward has been the Director of the Pennsylvania Budget and Policy Center (PBPC) since 2006. She received her BA from the State University of New York at Albany, and pursued an MS in Political Science with a concentration in statistics and methodology at the Rockefeller Institute of Public Policy. Sharon has worked as an advocate on behalf of children, consumers, and the environment for more than 20 years.

    Mark Price has been a KRC labor economist since 2004. He received a PhD in economics from the University of Utah. His dissertation, State Prevailing Wage Laws and Construction Labor Markets, was recognized with an Honorable Mention in the 2006 Thomas A. Kochan and Stephen R.

    Christopher Lilienthal has been the PBPC Communications Director since 2008. He holds a BA from La Salle University in Philadelphia. Before joining PBPC, Chris spent eight years working as a journalist, covering state policy issues and politics for Capitolwire.com and reporting on state courts and the legal profession for the Philadelphia-based Pennsylvania Law Weekly and Legal Intelligencer.  Chris also served a year in the Jesuit Volunteer Program after college and worked in the nonprofit sector in Milwaukee, Wisconsin.

    Stephen Herzenberg (herzenberg@keystoneresearch.org) has been KRC Executive Director of the Keystone Research Center since the organization began operating in 1996.  He holds a PhD in Economics from MIT. Before joining Keystone, Steve taught at Rutgers University and worked at the U.S. Congressional Office of Technology Assessment and the U.S. Department of Labor (USDOL). At USDOL, he served as assistant to the chief negotiator of the labor side agreement to the North American Free Trade Agreement.

    Stephanie Frank has been the Office Manager at KRC since 2010.   She received a MFA in Illustration from the Academy of University in San Francisco and a BA in Studio Art with a concentration in Biology from Washington and Lee University in Virginia.  Stephanie has held administrative positions since 2002 while continuing to practice art.  Prior to joining the KRC team, she was the Office Manager at Zak Architecture is San Francisco handling everything from human resources to marketing.

    Dennis J. Bellafiore has been Operations Manager at KRC since 1997.  He holds a PhD in Physics from the University of Pennsylvania where he served as Assistant Professor of Physics. He also served as Professor of Physics at Franklin and Marshall University. He worked for 12 years at the Digital Equipment Corporation (DEC), including as the manager of its largest corporate account (DuPont) and as Total Quality Manager for the company.
