Keystone Research Announces New Executive Director

Harrisburg – The Keystone Research Center (KRC) is pleased to announce the appointment of Bernard “Bernie” Gallagher to be KRC’s new Executive Director, effective today, Monday, August 11th, 2025. Gallagher succeeds our founding Executive Director, Stephen Herzenberg, who will move into a research and advisory role after guiding KRC with distinction for 30 years.
Mr. Gallagher brings with him two decades of experience in public policy, research, and fiscal analysis. He has served, among other roles, as a Senior Policy Analyst with the Center on Budget and Policy Priorities in Washington, DC, a Senior Budget and Policy Analyst with the Pennsylvania House of Representatives, and Principal Legislative Budget Analyst for the Colorado General Assembly.
“Bernie combines a broad research background with an understanding of Harrisburg and established relationships with many stakeholders and researchers on the state policy stage,” said Ken Mash, President of the KRC board of directors. “We look forward to him hitting the ground running and maintaining KRC’s reputation for high-quality, fact-based analysis.”
Under Gallagher’s direction, KRC’s rigorous research will continue to analyze economic inequality in all dimensions while advancing economic and educational opportunities for all; fair taxation and revenue adequacy; and action on climate change that creates good union jobs.
“As a seasoned fiscal and public policy researcher,” said Gallagher, “I have long admired KRC’s impeccable research and emphasis on practical solutions. I look forward to using my experience to achieve the shared prosperity that is KRC’s mission.”
