Bernie Gallagher leads research-to-legislation work on state budgets, tax policy, labor standards, and public investment, partnering with unions, community coalitions, and business allies to deliver sustainable, equitable outcomes for working families. Most recently, he collaborated with a national cohort of labor and labor affiliated organizations working to leverage workers’ capital and deliver competitive and responsible investment outcomes. Previously, at the Center on Budget and Policy Priorities, he supported more than 40 independent state think tanks in shaping state fiscal and public-pension strategy. Earlier, as Senior Budget & Policy Advisor to the Pennsylvania House Appropriations Committee and nonpartisan staff to Colorado’s Joint Budget Committee, he worked directly with legislative leaders and staff to evaluate options and advance evidence-based, durable policy solutions. Bernie holds a B.S. in Industrial & Organizational Psychology from Penn State University and an M.S. in Management from Regis University.
